Description of problem:

During application and archetype assessment, conditional questions don't get included like they should.
This is a regression and was not seen on older 7.3 builds.

Steps to Reproduce:

1. Download the questionnaire template and import it.
2. Enable the imported questionnaire 'Uploadable Cloud Readiness Questionnaire Template' and disable the 'Legacy Pathfinder' questionnaire.
3. Tag an application with 'Language/Java'.
4. Assess it with this questionnaire: 'Uploadable Cloud Readiness Questionnaire Template'

Actual results:

During assessment, the following conditional questions don't get included if application is tagged 'Language/ Java' .
1) What is the main technology in your application?
2) Is your application's data storage cloud-optimized?

Expected results:

Conditional questions should get included/excluded based on application and archetype tags.
