[Analyzer] false positives on line 1 for Java rules

      Description of problem:

      While running an analysis, sometimes a false positive will occur where a rule will match on `line 1` of a Java file. This issue occurs with multiple applications and rules, but the false positive always seems to be `line 1`. This could be a major reason for CI tests randomly failing.

       

      How reproducible:

      20%~

       

      Steps to Reproduce:
      1. Run analysis (any app, no targets to include more rules)
      2. Check if any rules match "line 1" of a file. Investigate this line and its contents to see if false positive.
      3. Re-run if did not reproduce
