Description of problem:

 When there is a job function which is associated with a stakeholder, there is no warning or functionality to prevent it from being deleted. As soon as it is deleted, the stakeholder holds NO VALUE as it has no job function.

Steps to Reproduce:
1. Create a Job function named TEST_FUNCTION
2. Create a stakeholder named TEST_STAKE with the job function TEST_FUNCTION assigned.
3. Delete the TEST_FUNCTION stakeholder.

Actual results:

 The job function gets deleted without any warning that it is associated with a stakeholder.

Expected results:

 Either there should be warning that it is associated with a stakeholder and should not be deleted unless sure.

Similar warning is available when credential associated with any application is deleted.

OR

Delete button should be disabled for the job function associated with a stakeholder, like it is being disabled for the Business services associated with the application.
