Description of problem:
When tried to import applications using the CSV file which has some column names missing (CSV attached below), the Manage imports page shows that both the rows in the csv file are rejected but even after that, the applications appear in the Application Inventory app list.

Steps to Reproduce:
1. Navigate to Application Inventory page and click on Import using the Kebab menu.
2. Now, upload the csv provided below as an attachment.
3. Navigate to the Manage Imports view.
4. Also, navigate to the Application Inventory view.
Actual results:
On navigating to the Manage imports view, it is visible that the 2 rows have been rejected.
On navigating to the App Inventory view, it is visible that the apps are imported successfully.
Expected results:
Either the apps should be imported successfully and consider as accepted rows.
OR
The apps should not be imported at all and consider as rejected rows.
