Description of problem:

The existing tag categories that come attached with MTA operator has some missing ranks.

Version-Release number of selected component (if applicable):
MTA 6.1.0-16

How reproducible:
Always

Steps to Reproduce:
1. Navigate to the "Controls" tab under "Migration" UI
2. CLick on the tab named "Tags"
3. Now, sort the existing tag categories using the "Rank"

Actual results:

It is visible that some of the ranks, such as Rank 7, or Rank 38 are not present in the list, while all others from Rank 1 to 39 are present.

Expected results:
Is there a specific reason for that?
Or it is just something that has been missed?
