Description of problem:

Containerless analysis on containerless windows look to not report issues in dependencies. Missing local-storage-00001 rule violation for tackle-testapp-public with cloud-readiness target.

Works on other envs.

current upstream and release-0.6, not sure about d/s

How reproducible: always

Steps to Reproduce:
1. prepare settings.xml maven file for tackle-testapp-public

2. clone tackle-testapp-public repo

3. run kantra analyze with cloud-readiness on the clned testapp ^

Actual results: 1 issue (just for hardcoded IP) 

Expected results: 2 issues (hardcoded IP and local-storage)
