Description of problem:

When creating a custom migration target and uploading multiple rule files, the targets appear duplicated in the analysis wizard.

How reproducible: Always 

Steps to Reproduce:

1. Create a custom migration target using the files attached to this bug
2. Create an application and start the analysis wizard, selecting the previously created custom migration target
3. Navigate to "Advanced options" and check the targets
