Description of problem:

The (global) maven setting to: "Consume insecure repositories." is no longer passed to maven. As a result, maven fails when using http repositories. This is a regression introduced when the maven functionality was moved to the java provider.

 Always.

Steps to Reproduce:
1. Create an application that uses an insecure maven repository.

Actual results:

Analysis fails.  The maven error (I think) is reported in the java.log.

Expected results:

 Analysis succeeds.
