Description of problem:

Due to a new validation rule: https://github.com/konveyor/tackle2-ui/pull/731, it is possible to proceed with the analysis configuration wizard without selecting any migration target on the "Set targets" screen as long as Custom rules are provided.
This situation makes it possible to run an analysis without any target, for example when uploading a rules file without targets, but the analysis fails with the error: "target value (Empty) not found"

1. Analyze the tackle-testapp application
2. Click next on the "Set targets" screen, without selecting a migration target
3. On the "Custom rules" screen upload a rules file without any target
