MTA containerless CLI should work without python installed

      Description of problem:

      In some early DS builds of MTA the containerless version of the CLI  required python to be installed on the host machine for analysis to work.

      7.2.0 

      How reproducible:

      100% 

      Steps to Reproduce:
      1. Run containerless analysis on a host where python isn't installed

      Actual results:

      CLI will not run erroring expecting python dependency to be installed 

      Expected results:

      CLI will run without python dependency installed
