Description of problem:

The Subversion client fails when attempting a checkout operation in a repository that contains files with special characters (accents) in their filenames.

I've confirmed that the analyzer image is using the C.utf8 locale:

As per https://access.redhat.com/solutions/5211991 this seems to be the default configuration for UBI 8 images, which I imagine also applies to UBI 9.
