Investigate recent failures on OCP 4.17 operator bundle.

The error comes from opm cli that we use to list the bundle images available for mta-operator.
For disconnected installation we need to mirror the bundle image to cluster's mirror registry that's why we use this opm cli command
For rhsso umb , we simply use it to dynamically fetch the latest GA mta version

For OCP-4.16 this error is not seen.
