The VSCode IDE target list need to match the CLI targets or else analysis won't run.

This specifically breaks functionality when trying to use the `azure` ruleset, because the actual target name is `azure-appservice` and not `azure`.

To reproduce, run analysis with the VScode IDE and set the target to `azure`.
