Description of problem: As an architect user I am able to preempt tech discovery task but not language discovery task.

Steps to Reproduce:
1. Create an architect user .

2. As architect user , create an application with source code
3.Immediately in Task manager while the tasks are pending , language and tech discovery tasks can be preempted .

Actual results:

 Only tech-discovery tasks shows Premeption=true in UI , language discovery keeps showing "false" . See attached screenshot
