[Docs] Adding note regarding upgrade time

      • Release notes should clarify that we are migrating to a newer postgres version with 7.1. This migration occurs on upgrade and may take some time.
      • Upgrade could be considered as done when the Tackle CR is in successful state
        Can be checked by typing: 
        $ oc wait --for=condition=Successful --namespace=openshift-mta tackles.tackle.konveyor.io/tackle
tackle.tackle.konveyor.io/tackle condition met
