Custom target doesn't use configured rules when specified via git repo

      Description of problem: I am setting up a custom target and trying to associate a remote git repository to it. I am able to associate in the UI but the actual analysis doesn't use my custom rules. A workaround exists, I just uploaded the individual rule files to the target.

      OCP 4.15.17

      Steps to Reproduce:
      1. Install OCP and MTA 7
      2. Create a custom migration target and configure the source to use the `customrules` folder in the `mta-bug` branch of `https://github.com/selrahal/mta-bug`.
      3. Run an analysis of an application and choose the custom target, leaving all other options blank.

      4. Run an analysis of an application without any target, instead specifying the same options as in step 2.
