Steps to Reproduce:

1. Analyze an application using MTA CLI
2. In the static report, click 'Insights' tab. Click an issue. Click a file under the issue
Application analyzed:
mta-cli analyze --input AdministracionEfectivo.ear --output "/tmp/July9" --target quarkus

Actual results:

Target not displayed for certain issues in static report

Expected results:

Target should be displayed for all issues in static report
