The issue name is missing for certain Insights issues in the static report.

Steps to Reproduce:

1. Analyze an application using MTA CLI
2. In the static report, click 'Insights' tab. Click an issue. Click a file under the issue
Application analyzed:
mta-cli analyze --input AdministracionEfectivo.ear --output "/tmp/July9" --target quarkus

Actual results:

The issue name is missing for certain Insights issues in the static report.

Expected results:

The issue name should be present for all Insights issues in the static report.
