We need to include more specific documentation for how to use the MTA CLI on a machine that is disconnected from the internet.

To do this in MTA 7.0.3, the user needs to `podman pull` the CLI image onto the machine prior to disconnecting from the internet (the same time they download the CLI binary).

In MTA 7.1, the user needs to download multiple images. They need to download the CLI image, the java provider image, the generic provider image, and the dotnet provider image.
