Description of problem:

Redundant 'View all tasks' link on Task queue

Steps to Reproduce:

1. Click the Task Notification bell in the right corner .

Actual results:

There is a 'View all tasks' link in the right corner at all times.
When there are no queued tasks, there is also a second 'View all tasks' link .  

Expected results:

The second 'View all tasks' link should be removed.
