Description of problem:

The behavior of assessment retake was changed in MTA 7.0.3-15 (April 11th build) . With the changes, I've noticed that the 'Save' button remains enabled even when there are no changes while retaking an assessment.

New behavior - Retake should preserve assessment data
Old behavior - Retake discards assessment data

Steps to Reproduce:

1. Assess an app/archetype with one required questionnaire
2. From the Kebab menu, click 'Assess'; Click 'Retake' to retake assessment

Actual results:

'Save' button remains enabled even when there are no edits while retaking assessment.

Expected results:

'Save' button should be enabled only if there are edits while retaking assessment.
