Description of problem:

During copy assessment, the UI incorrectly reports that target applications have in-progress/complete assessment.

This issue doesn't occur in 6.0.1

Steps to Reproduce:

1. Perform assessment of application app1
2. Create new applications: app2, app2, app3
3. Copy assessment from app1 to target applications : app2, app3, app4

Actual results:

Observe that the UI incorrectly displays this on the 'Copy assessment' dialog:
Some of the selected target applications have an in-progress or complete
assessment....

Expected results:

 UI should display this only when the target applications have an in-progress or complete
assessment.
