Upgrade RHSSO Postgres instance to PSQL 15

      Our RHSSO instance requires postgres which we manage and install from our operator. We currently ship PSQL 12 on RHEL 8 and we need to upgrade to remain compatible with support. I suggest we migrate to postgres 15 to get us up to the latest version possible.

      This will require some form of migration of the psql data for RHSSO.
