Description of problem:

This is a regression and is not seen in 7.0.0.

With two required questionnaires , Assessment status for app should show 'In progress' after one questionnaire is taken. But. on MTA 7.0.2, the Assessment status shows 'Not started'.

Steps to Reproduce:

1. Mark two questionnaires as required
2. Create and assess an application with one questionnaire

Actual results:

 With two required questionnaires , Assessment status for app shows 'Not started' after one questionnaire is taken.

Expected results:

With two required questionnaires , Assessment status for app should show 'In progress' after one questionnaire is taken.
