Description of problem:

An error message occurs when deleting and re-adding a tag to an application

Steps to Reproduce:

Actual results:

Update button enabled when deleting/ re-adding an identical tag. This results in an error. 

Expected results:

Update button should not be enabled if the tags passed to the hub are identical.
