These rules have effort=0 and are of type "information". They should not appear on the issue list, only as tags.

See attached image "info-rules-appearing.png" for the incorrect behaviour ("Embedded..." issues with 0 effort shouldn't be appearing anywhere in the issues list - these rules should only trigger new tags being added).

In order to reproduce, a simple analysis of tackle-testapp should be enough.
