Description of problem:

Every http request made to tagtypes returns HTTP Status 404

How reproducible: Always

Steps to Reproduce:
1. Log into Tackle and go to Developer -> Controls -> Tags
2. Create a Tag Type

Actual results:

Tags won't show, the GET request to the tagtypes resource returns 404 

The POST request to the tagtypes resource returns HTTP Status 404

Expected results:

Tag types should be displayed and the user should be able to create new ones
