      Description of problem:

      Assessment status is "In progress" instead of "Not started" when the application is associated with an archived questionnaire

      Version-Release number of selected component (if applicable):

      mta-operator-bundle-container-7.0.0-48

      How reproducible:

      100%

      Steps to Reproduce:

      1. As an administrator, turn on only one assessment questionnaire as required
      2. Assess an application
      3. Mark the assessment questionnaire as not required

      Actual results:

      Assessment status of the application is "In progress" and the questionnaire answers displayed on the Reports tab

      Expected results:

      Assessment status is "Not started" and the application is considered as "unassessed" on the Reports tab

            I checked with Ramon yesterday as to what the correct 'Assessment' status should be in this scenario and this is what he said :

            I think it makes sense for it to be "In progress" since there should be archived data already associated to it due to the previous questionnaire having been answered but being archived afterwards. This shows that some work has been done on the application, although the assessment hasn't been completed yet.
