Steps to Reproduce:

1. Create an application.
2. Assess it with a required questionnaire and make sure it's assessed to have Unknown risk

Actual results:

App count in the Unassessed/Unknown chart doesn't consider apps assessed to have unknown risk

Expected results: 

App count in the Unassessed/Unknown chart should also consider apps assessed to have unknown risk
