Description of problem:
In the questionnaires menu, when importing a YAML file that lacks specific values, the menu breaks and the user loses access to it.
Version-Release number of selected component (if applicable): 7.0.0
How reproducible: Always
Steps to Reproduce:
1. Go to Administration -> Assessment questionnaires
2. Click on "Import questionnaire" and upload a YAML file that doesn't have answers on one of their questions. (There is an example file attached)
Actual results: The menu becomes unavailable
Expected results: MTA shouldn't accept yaml files with invalid values.
