Description of problem:
MTA displays a "no data available" message for a few seconds when accessing a questionnaires' detail.
The time the message is displayed depends on the internet speed of the user.
Version-Release number of selected component (if applicable): MTA 7.0.0
How reproducible: Always
Steps to Reproduce:
1. Go to Administration .> Assessment questionnaires
2. Click on the kebab menu icon of one of the questionnaires and select "View"
Actual results:
MTA displays a "no data available" message for a few seconds before displaying the questions.
Expected results: The loading spinner should be displayed until all the questions are loaded.
Additional info:
I reccommend using the chrome dev "throttling" tool when trying to reproduce this bug.
