Description of problem:

Archived questionnaire section should be present only when the questionnaire has been answered and then marked as not required .

But, the View Archetypes' page lists unanswered questionnaires in the Archived questionnaires section

How reproducible:

Always  

h4 . Steps to Reproduce:
1. Create an archetype ; Assess it
2. Create an application so that it gets associated to the archetype
3. Verify that the application inherited archetype assessment.
4. From the app kebab menu, click 'Assess' to override inherited assessment.
5. In the warning popup that states that the app is already associated with an archetype, click 'View archetypes'.

Actual results:

Expected results:

Archived questionnaires section should only be present when questionnaires have been answered and then marked as not required .
