[Reports] Pagination is broken for Identified risks

      Description of problem:

      On Report's Page selected the different Identified risks and also in Assessment summary on Assessment review page. Filter Questionnaire, Section, Question, Answer and Risk. Then Items per page shows the overall total count and clicked on next button the page is empty.

      Steps to Reproduce:
      1. Navigate to Reports >> Identified risks
      2. Select Section filter 
      3. Observe the Items per page and click on next or last page
