[WAVE] After removing last application from wave confusing message and button shows up

      Description of problem:

      After removing last application from wave there is a message that tracker and/or application should be added to wave and button to add tracker.

      Version-Release number of selected component (if applicable):

       7.0.0-46

      How reproducible:

      100%

      Steps to Reproduce:
      1. Create a wave and add an app
      2. Remove that app

      Actual results:

      See the screenshot. This behavior is not consistent with just created and empty wave, this is not good.

      Expected results:

      Behavior should follow same flow as with just created and empty wave. Either flow for a new wave should be updated (add apps button should show up immediately) or it should be removed from UI when all apps were removed from wave. Also text and button should be redesigned.

            Validated on upstream, now it behaves same way as when adding a new app, looks good now
