Epics are not created when exporting applications to Jira

How reproducible:

100%

Steps to Reproduce:
1. Create one or more apps
2. Create Jira basic credentials
3. Create a migration wave, add just created apps, one as epic and others as tasks
4. Start export
5. Observe issues on Jira side
6. Click on app's task link in migration wave or application details

Actual results:

Only tasks will be created
When clicking on task's link user will see

"Issue does not exist or you do not have permission to see it."

Expected results:

All issues should be created
