Description of problem:

 Some Tag categories are created due to analysis like "view" "Store" and they get 0 rank assigned .

If we create tag category from UI it is not possible to assign Rank 0.

Now while sorting 0 is not sorted and is shown after the largest number as in attached screenshot.

Steps to Reproduce:
1. Create an application and run analysis.
2. Some tag category are generated from analysis with Rank 0
3. On Tag category page sort based on Rank.

Actual results:

Expected results: Sorting should show 0 before 1 .
