Description of problem:

A migration wave can be created using API without providing "StartDate" and "EndDate" values.
In addition those fields are initialized with the same value: "0001-01-01T00:00:00Z"

Versus UI - Start Date and End Date are required, Start Date first valid value is Today and End Date must be after start date
