Downloading the questionnaire template from the Assessment Questionnaires view in the Administration perspective provides a JSON file.

Steps to Reproduce:

1. Select the Administration perspective
2. Click on the Assessment questionnaire option on the left menu
3. Click on the Download YAML template link at the header of the right view.

Actual results:

A JSON template gets downloaded. (See attached file)

Expected results:

A YAML template should get downloaded.
