Description of problem:
Application import using the out of the box (OOTB) CSV template fails with this error:
Could not parse Owner 'Operating System'
It looks like it's unable to parse tag categories.
I have attached the template I used to import applications.
Version-Release number of selected component (if applicable):
MTA 7.0.0-44

Steps to Reproduce:
1. Download the OOTB CSV template
Navigate to Application inventory -> Manage imports ; Click 'Download CSV template'
2. Import applications using the OOTB template ; Check 'Enable automatic creation of missing entities' while importing
Actual results:
None of the applications in the template get imported.
Expected results:
Applications should get imported
