As a user on the Issues, Dependencies, or Application inventory pages, I want to filter tags based on categories from the Control Page under the Tags tab, so that I can quickly find the tags I need without scrolling through a long list.

Task: Add category headers to tags menu. Categories are reflect on the Control page under the tags tab.
