As a user of the application inventory assessment tab, I need to know the category of my manual tags.

When user hover over them a manual tag in the the "Update application" modal, it should display a tooltip with the category so they can easily understand the category of the tag without having to guess.

Task: Add tooltip to label of Manual tags in Update application modal.
