Description of problem:

When attempting to transform an application using kantra with the quarkus-properties target, the transformation process appears successful with a "build success" message. However, there are no observable changes in the application, despite windup and kantra providing analysis results for the same application

How reproducible: always 

Steps to Reproduce:
1. Execute the following command, providing the path to the attached application

./kantra transform openrewrite --input ~/path/to/app --target quarkus-properties

Actual results:

 The command doesn't fire any error and outputs a "build success" message, but there are no changes in any of the application files

Expected results:

If the analysis show results for the quarkus target, the transformation subcommand should make changes in the code of the application.
