Description of problem:

All code transformations targeting eap8-xml will fail due to the following error:
Recipes not found: org.jboss.windup.eap8.FacesWebXml -> [Help 1] 

Version-Release number of selected component (if applicable): upstream

How reproducible: always 

Steps to Reproduce:
1. Execute an openrewrite transformation to eap8-xml by using the following command

./kantra transform openrewrite --input ~/path/to/app --target eap8-xml

Actual results:

The transformation fails with the following message:

Recipes not found: org.jboss.windup.eap8.FacesWebXml -> [Help 1]

Expected results:

The transformation should be executed successfully if the app provided can be transformed.
