[CLI] [KANTRA] Rules transformation doesnt work if input and output directories are the same

      Description of problem:

      When tunning a transform command, if both input and output arguments point to the same path, the command will do nothing  but no error will be displayed

      Version-Release number of selected component (if applicable): upstream 

      How reproducible: Always

      Steps to Reproduce:
      1. Run the following command: 

      ./kantra transform rules  --input /path/to/rules/folder --output /path/to/rules/folder

      Be sure to provide both arguments with the same path

      Actual results:

      Some output is displayed but there are no performed actions nor visible errors

      Expected results:

       The command should complete successfully or give an error if the input and output paths can't be the same.
