[CLI] [KANTRA] Custom rules are always skipped

      Description of problem:

      When running an analysis with a custom rule file (YAML or XML)  the rules from that file are always skipped.

      Version-Release number of selected component (if applicable): upstream 

      How reproducible: Always 

      Steps to Reproduce:
      1. Run an analysis providing the --rules argument with a custom rule (see attached)
      2. Open the report and the output.yaml file

      Actual results:

      The report shows no issues associated to that rule and the output.yaml file shows that the rule has been skipped even when it should have generated multiple Issues.

       Expected results:

      Custom rules should not be ignored.

       Additional info:

      Attached is the same rule in XML and YAML (generated by kantra transform), the binary used for the analysis and the output.yaml file of the analysis
