      At the moment RemoveTask is executed in the following transitions:
      a) NEW -> CANCELLED
      b) DOWN -> REMOVING
      This enhancement will move RemoveTask to the following transitions:
      a) NEW -> CANCELLED
      b) REMOVING -> REMOVED
