It would be desirable to add additional UP states which are entered based upon the status of child services so that a listener on a parent service can know when all of its children are fully processed. This can be used to replace a large number of service listener instances in AS7. By having fewer service listeners, the MSC container can transition through states much more efficiently. An additional benefit is that it becomes trivial for parent service listeners to know when service operations are complete, without having to register listeners on every service.
