As reported by Pat Fox, running the route below in Fuse ESB 7.1 will work fine up to the point where the ConfigAdmin values are being changed. That will trigger the Blueprint XML file to be reloaded, but the Camel routes never get restarted.

To reproduce:

1. create an etc/camel.test.cfg file with a value for key the.new.message
2. deploy the attached file in Fuse ESB 7.1 and watch the route run correctly in the log
3. alter the camel.test.cfg config file to update the route configuration
