Investigate external recording rules scope for the "telemetry" collection profile. Think about:

• How are new recording rules handled (synced from whitelisted metrics to their SMs / or just ask teams to add rules to the recording rules as well)?
• How does this impact the maintenance burden on our end? How fast can we move these SMs out of CMO?

Note that about that last question, these SMs may move out under their own operators, but the rules sent out to the telemeter instance will still be constrained through the whitelisting machinery.
