Prometheus Remote Write v2 spec

What is the nature and description of the request?

To add support for Prometheus remoteWrite 2.0 in openshift-cluster-monitoring operator remote write spec. Currently remoteWrite only allows v1.

Why does the customer need this? (List the business requirements)

Some third party receiver are starting to support only remoteWrite v2

List any affected packages or components.
